The Uzbekistan Football Association needed to find a cost-effective and quick to deploy communication solution to enable it to run the 2024 FIFA Futsal World Cup in three Uzbek cities. As two-way radio frequency licences were difficult to obtain, Hytera implemented its HyTalk PoC solution with PNC360 and PNC380 PoC terminals. This delivered the required wide area coverage with quality audio and data at a cost commensurate with the UFA’s limited budget. The PoC system enabled the tournament to be run smoothly and successfully.

The UFA faced a number of challenges when it came to providing the necessary radio communications required to run the tournament efficiently and safely. For a start, the radio coverage areas in each of the three cities was large, as the signal had to cover the stadiums and surrounding areas.
However, it was difficult and complicated for the UFA to obtain the necessary two-way radio frequency licences even on a temporary basis. Moreover, it had a limited budget. These two factors meant it was almost impossible to deploy a professional two-way radio system.
Hytera’s solution to these challenges was to implement a Push-to-Talk over Cellular (PoC) network. PoC enables users to make one-to-many, one-to-one and emergency calls over the existing 2G/3G/4G cellular infrastructure provided by Uzbekistan’s mobile network operators (MNOs).
Using PoC solves the wide area coverage problem as the MNOs provide extensive nationwide cellular coverage, especially in the cities. There was no need for the UFA to invest in radio frequency licences or any network infrastructure, so this helped to meet the UFA’s limited budget availability.
Hytera provided its HyTalk PoC software management platform, along with 250 PNC360 and 200 PNC380 handheld terminals. Hytera’s distributor in Uzbekistan was able to provide the UFA with a fully hosted PoC service, acting as an operator intermediary between the end users and the MNOs. This meant the UFA did not have to invest in any in-house PoC network management software or Cloud services, which helped save a large amount of budget.
Futsal is a football-based sport played on indoor hard courts between two teams of five players. The FIFA Futsal World Cup is held every four years with 24 international teams competing in the event. The 2024 FIFA Futsal World Cup was held in Uzbekistan with three cities, Tashkent, Bukhara and Andijan, hosting the tournament. The event was organised by the Uzbekistan Football Association (UFA), the governing body of football in the country.
Reliable Communication Services
Hytera’s PoC solution provided the UFA with a reliable, high quality professional radio communication system for use by all its staff and volunteers during the 2024 FIFA Futsal World Cup. The PoC system provided seamless communications, which enabled the tournament to run smoothly and enabled organisers to quickly dispatch assistance to resolve any incidents or emergencies.
Cost-Effective Solution
The PoC system enabled the UFA to implement a cost-effective solution as there was no need for any capital investment in infrastructure or to host in-house PoC management software.
Easy-to-Use Radio Terminals
The PNC360 and PNC380 PoC devices are simple and easy to use and require very little training for inexperienced radio users. They are compact and portable and can be easily carried in a pocket.
Loud, Clear Audio
Thanks to Hytera noise cancelling technology, the PoC terminals offer loud, clear audio so users can hear what is being said even during a noisy football match.
Location Tracking
Both terminals support GPS, BDS, GLONASS and Galileo location services, so the whereabouts of radio users can be tracked. This makes it easy for supervisors to locate the right people and dispatch them more efficiently.
Long Battery Life
The PNC360’s 4,000 mAh battery provides power for an entire shift easily on a single charge, while the PNC380’s 4,000 mAh Li-ion battery offers over 24 hours of talk and standby time.

The 2024 FIFA Futsal World Cup in Uzbekistan provides an excellent example of how Hytera’s PoC technology can deliver a high quality, professional communication solution at a very cost-effective price to customers with limited budgets and challenging communication requirements. The solution is very quick to roll out compared with a traditional two-way radio system, so it is ideal for temporary events and long-term solutions alike.
