Gazprom Neft is a vertically integrated oil company engaged primarily in oil and gas exploration, production, and refining, as well as the production and sale of petroleum products. It is the third largest oil producer in Russia and third for refining throughput.
The company operates throughout Russia's major oil and gas regions, including the Khanty-Mansi and Yamalo-Nenets Autonomous Okrugs, and the Omsk, Orenburg and Tomsk Oblasts, along with a number of production projects outside of Russia. The company's key refining facilities are located in Omsk, Moscow, Yaroslavl and Pančevo (Serbia). Gazprom also operates a directly-owned network of more than 1,800 filling stations throughout Russia, the CIS and Europe.

Gazprom's Moscow oil refinery is located in the southern suburbs of the city where it processes 13.1 million tons of oil per year. In 2011, the company began a massive project to completely modernize its aging production facilities by investing in modern oil refining technologies.
It is also introducing high levels of automation and digital management and control solutions to ensure better reliability and control. The aim is to both improve operational efficiency and reduce the ecological impact of the refinery on the local environment, particularly in terms of wastewater and air quality output.
The company also wanted to upgrade its existing communications system by switching from analog to digital two-way radio. The goal was to achieve coverage throughout the oil facility, to improve dispatching and monitoring, and to enhance the safety of workers at the plant.
The key challenge was to provide full coverage across the complex topology of the refinery site and to ensure reliable, robust and safe communications. Safety is particularly important because of the hazardous materials being processed. Oil is highly combustible in both liquid and gas states, so the communications solution had to meet intrinsically safe standards for use in potential explosive environments.
Gazprom also needed a solution that provided adequate capacity to support the numbers of users and talk groups requiring instant push-to-talk solutions with enough radio channels to avoid the necessity of call queuing. This is particularly important in emergency situations. It also wanted a solution capable of supporting a wide range of command and dispatch functions.
The chosen solution was a Hytera Digital Mobile Radio (DMR) Tier III DS-6211 trunking system. The solution enables large numbers of radio users to be supported. It handles high radio traffic scenarios, while maximizing available capacity across dynamic user groups and challenging site geographies.
The DS-6211 system comprises a core controller, RD985s repeaters and bi-directional amplifiers (BDAs) to extend coverage and overcome RF challenges such as high–rise buildings, tunnels and underground areas. It utilizes an IP-based system architecture and centralized networking to intelligently manage resources. The solution provides high availability standby and multi-level fallback solutions to ensure high reliability.
Gazprom chose Hytera DMR PD795Ex (with screen and full keypad) and PD715Ex intrinsically-safe hand portable terminals. The terminals meet the European ATEX directives, FM standards and IEC standards for intrinsically-safe devices. They offer the latest Hytera audio processing technology and in-built speaker to provide outstanding audio quality and noise cancellation technology to combat noisy environments.
The radios provide GPS positioning and tracking to allow staff to be monitored and they offer man down and lone workers alarms to help keep the workforce safe. They meet IP67 standards for resistance to dust and water ingress. Hytera also supplied DMR MD785 mobile radios for desks and vehicles.
The DMR Tier 3 trunking system provides reliable coverage across the Moscow refinery site. However, as modernization work continues the RF profile of the site is changing constantly. To overcome this problem, Hytera provides Gazprom Neft with a factory upgrade every year, so that communication blind spots are removed and coverage is augmented where there is RF signal deterioration at the edge of the base station cell.
