The Istanbul Financial Center (IFC) comprises a range of financial institutions, businesses, hotels, retail outlets, residential and recreational areas. The IFC’s communications needs were challenging, particularly when it came to providing public safety communications across a wide area. Hytera implemented a unified narrowband DMR and broadband PoC network with a DAS solution to distribute the DMR RF signal indoors and into underground spaces. The solution allows DMR and PoC users to communicate with each other to deliver efficient daily operations across the IFC and to respond more effectively to any emergency situation.

Challenge



To work effectively, the IFC district needs high quality telecommunications systems and high-speed internet connectivity to meet the technological needs of financial institutions and businesses. It also requires a reliable public safety wireless communication system to enable the authorities to manage daily security requirements and to coordinate a swift response to any emergency situation. 

The biggest challenge facing the design and implementation of any wireless radio system is the sheer size of the IFC district and the number, variety, and size of the major buildings. Any communications system had to be able to operate seamlessly across the IFC, not just indoors and outdoors, but also in underground areas. 

Initially, the IFC only had a radio system that supported voice services and limited data transmissions such as short messaging services. The system lacked end-to-end encryption and was not able to track the location of radio users via GPS technology. 

The IFC management wanted to upgrade the communications system with a modern digital radio network capable of supporting both broadband and narrowband communications. The system also needed to operate independently on its own private, resilient infrastructure for public security reasons. 

The IFC wanted a system capable of supporting multiple functions such as location services, end-to-end encryption, and the ability to transmit and receive large data files, photographs and video. Live video streaming was also required to provide greater situational awareness in the control room.

Solutions


To solve these challenges, Hytera supplied a narrowband Digital Mobile Radio (DMR) Tier III trunking radio system and a HyTalk Pro Push-to-Talk over Cellular (PoC) system with PNC360 handheld terminals. The DMR system provides a resilient, private communications network for use by security personnel and others, while the PoC system operates over existing cellular mobile network operator 2G/3G/4G infrastructure and local Wi-Fi networks.

The most important aspect of this solution is that the Hytera HyTalk Pro PoC and the narrowband DMR Tier III networks operate together as a single system using push-to-talk (PTT) technology. The HyTalk Pro PoC system interworks with the DMR Tier III solution and extends coverage beyond the DMR network, as well as supporting broadband applications such as video.

The DMR network is based on Hytera DS6211 base stations. A distributed antenna system (DAS) then picks up the DMR signal and distributes it into all underground technical spaces, galleries, parking and other areas using 30 Hytera DS-9300 fibre optical bi-directional amplifiers. This ensures there are no signal blind spots.

The Istanbul Financial Center also installed a Hytera SmartOne dispatch platform with a multimedia recording and playback system (MRPS) and network management system (NMS) to support rich multimedia services and applications.

About Istanbul Financial Center

The Istanbul Financial Center (IFC) in Turkey opened in 2023. It is located on the Asian side of Istanbul between the Ümraniye and Ataşehir districts. The IFC was set up to provide a financial services ecosystem, which aims to deliver growth to the Turkish economy and international investors. It hosts financial institutions, regulatory bodies, a modern business district with 1.3 million m2 of office space and a 2,000-seat congress center, a 100,000 m2 shopping mall, a 5-star hotel, and a 25,000-capacity car park, along with residential and recreational areas. It will host up to 100,000 people daily.

The Hytera DMR Tier III two-way radio system and HyTalk Pro 2G/3G/4G and WiFi platforms are converged into a single communications system. This ensures a much stronger instant PTT communications solution, as the private DMR network is independent and can still operate even if cellular networks are not available, while the PoC system provides access to wide area cellular broadband and local Wi-Fi networks.

The Hytalk Pro digital network platform can be deployed on private and public LTE networks including national public mobile phone networks. This massively extends coverage beyond Istanbul to include the whole of Turkey. 

4. Reliable Indoor Coverage
The Hytera DMR Tier III trunking system coupled with the DAS and Hytera DS-9300 fibre optic bi-directional amplifiers ensure a robust signal is distributed throughout indoor areas, basement galleries and parking areas, so there are no coverage blind spots.

5. Rich Applications
The unified management platform supports interconnection and unified voice and video dispatch across multiple voice communication systems and terminals. Security officers and other two-way radio users can access mission critical voice services over DMR, while PoC terminal users can access voice and broadband services such as video, live video streaming and data over 4G LTE commercial mobile phone networks.

6. SmartOne Dispatch and Location Services
The Hytera dispatching system can monitor and track the location of both DMR and PoC terminal users in real time via the GPS technology in the radio devices, so controllers can quickly locate and dispatch the best-placed personnel to respond to any task order or incident. 

7. MRPS and NMS
The MRPS collects and stores all kinds of data, including audio, videos, messages and radio status to aid incident review, general reporting and for use in training. The NMS alerts engineers to any network issues to enable a fast response to any faults.

The narrowband DMR Tier III trunking radio and broadband HyTalk Pro PoC solution implemented for IFC shows how Hytera can deliver a multi-radio solution to provide the customer with flexible communications options managed by a single platform. Hytera was also able to provide a DAS solution to distribute radio frequencies around multiple buildings and indoor spaces. It is a good example of how a complex urban environment with many different communications requirements can be reliably served by Hytera technology.
